I don't understand the fairness problem. Voting can't be perfectly balanced anyway since there's no way of knowing how many people in the teams will end up casting a vote or what teams might not submit for a round or drop out completely, plus it doesn't seem like teams get any advantage in terms of total votes that'd be affected by having more voters in one area than another. Am I missing something here?
